PPDA Boss Warns Local Governments against violating Procurement Regulations

The Executive Director of the Public Procurement and Disposal of Public Assets Authority (PPDA),Canon Benson Turamye,has issued a stern warning to local governments that continue to violate the amended procurement regulations, saying the Authority will soon take action against districts that fail to comply.
Turamye made the remarks on Friday, during a debrief meeting with district technocrats held in the Masindi District council chambers.
He expressed concern over stalled projects within Masindi District, attributing the delays to repeated engagement of the same service providers,some of whom have consistently failed to complete awarded works.
Turamye noted that PPDA has recorded cases where one Contractor dominates multiple projects, resulting in persistent delays and poor performance.
He cautioned district officials to avoid conflicts of interest, stressing that transparency in the procurement process is vital for restoring public trust.
During his address,the PPDA boss also emphasized the need for proper documentation during bid evaluation.
He directed Procurement Officers to provide clear evidence of bidder participation, stating that a procurement process without valid participation should automatically be declared unsuccessful.
According to the PPDA audit team,this year's audit is expected to show improved performance in contract management compared to last year, although several areas still require strict adherence to procurement standards.
