Constraints/Challenges
A number of constraints/challenges were met during the implementation of 2008/09 – 2010/2011 Development Plan. Among many the following salient constraints were met.
· Inconsiderable allocation of water sources by Lower Local Councils
· Poor community based maintenance system for water facilities
· Continuous break down of road plants and delays in repair by Bugembe Central workshop
· Limited capacity of the private sector to handle overwhelming works of government.
· Inadequate teachers’ houses
· Poor management of schools by School Management Committees (SMCs)
· Inadequate Secondary Schools to accommodate UPE completers
· Poor service delivery at Lower Health Units
· Poor laboratory services
· Poor communication system at health units
· Lack of a surgical ward
· Irregular power supply
· Weak Health Management Information System (HMIS)
· Unregulated forest reserve exploitation
· Lack of ownership of land for Governments Development Projects
· High farmer to Field Extension Worker ratio
· Increased livestock diseases due to normadism
· High vermin infestation in the district
· Inadequate vermin guards
· Negative attitudes of tax payers towards payment of taxes
· Persistent poverty
· High costs of valuation of properties
· Low levels of community participation in execution of government programmes
· Labour mobility
· Abolition of the Parish Land Committees
· High illiteracy rates among the communities
