Education

EDUCATION

The overall literacy rate is at 60% and Adult Literacy rate is 68.5%.  The 2009 Education Census data indicate that 52,508 (80%) out of 41911 primary school age population are enrolled in schools.  Pupil teacher ratio is 1:51; classroom pupil ratio is 1:85; pupil text book ratio is high at 1:7.  The district has a total number of usable classroom stocks of 750 out of the required 1100.

Pre-Primary and Primary Sub Sector.

Whereas Primary Education is a decentralised service to the District Local Governments, pre-primary which consists of Nursary Schools, Day Care Centres, ECE Centres, is purely a private venture.  The introduction of UPE programme in 1997, and the introduction of  liberal policies in Education by Central Government triggered off  a rapid growth of the school system, bringing forth the need for urgent expansion of equipment and facilities in schools.

Masindi district has a total of 80 primary  schools of which  69  are Government  Grant Aided , while the rest 11 are privately owned.  There are 31 known Nursery & Pre-primary schools, 5 of which are officially registered/recognised. In addition, there are 06 coded non formal schools in the district.

Secondary Education

It is a centralised service largely controlled by the central government.  Key delegated aspects include:

  • Payment of teachers salaries
  • Monitoring the implementation of Universal Seconndary Education.
  • Ensuring good governance through the B.O.G.s.

Out of the 11 Secondary Schools in the district, 5 are government aided and all the 5  are USE schools. On the other hand, 6 are private or community owned; and none of the private community schools is offering USE services.

Tertiary Education

This is a central government function/domain with no delegated or decentralised aspects to the Local Government. There is 01 Tertitiary Institution- Nyabyeya Forestry College .
