Operation Bailout squad launched in Masindi to enhance service delivery
Wilson Isingoma Mugimba, the New District Chairperson Masindi has promised to set up a task force to monitor government projects to ensure that there is completion of works and money is not taken back to the centre at the end of the financial year.
Addressing contractors during his first meeting held in the District Chambers on Thursday May 26, 2011, Mugimba pledged total commitment towards having good working relations with the contractors and technical staff aimed at effective delivery of services.
He said that if there were civil servants not doing their work as per their roles and responsibilities, they would be held liable for making the Government make losses.
Mugimba added that all the District Councilors would be responsible for monitoring construction works in their respective sub counties for timely and efficient service delivery.
Ngobi Fredie Aggrey, the former Chief Administrative Officer informed the contractors that they had been called to get a way forward on completion of works and have the contractors meet the new District Chairperson in order to get a way forward and have enhanced delivery of services.
Contractors raised concerns regarding the conflict of interest whereby civil servants and service of providers have interest in contracts thus delay payments leading to delays in completion of works.
The Contractors asked the District leaders to sensitize the masses on the road reserves to ease their works as contractors adding that the communities stop them from collecting murram, expanding the road and planting trees in the road reserve.
The Senior Procurement Officer, Byarugaba Godfrey informed the meeting that according to the Public Procurement Disposal and Auditing Regulations, it was against the law for civil servants to be involved in contracts. He asked the contractors to provide evidence that civil servants were involved in construction works.
